Wisconsin’s cities and counties are already absorbing the costs of climate change, including flooding, stormwater upgrades, road repairs, extreme-heat response, public health impacts, and damage to public infrastructure. A 2024 statewide analysis found that Wisconsin taxpayers will need to spend at least $16.7 billion through 2040 to protect communities from climate-related impacts, with local governments carrying most of that burden.There is a growing movement aimed at shifting some of these costs back to the major polluters responsible for them, drawing from successful accountability efforts related to opioids, PFAS, tobacco, and PCBs.
